The 'poison handling' skill is a passive skill that works any time you brew or handle poisons. With the skill, you'll be less likely to poison yourself, and if you do you probably won't be poisoned as badly as you otherwise would have been.
Note that if you have poison handling, you will be able to bottle poisons, even if you don't know the 'potion bottling' skill.
