Potion lore is a skill used in conjunction with the brew potion skill. Brew potion may be used without potion lore - but potion lore is useless if you don't know how to brew anything. Typically, guildmasters will refuse to or be unable to teach you potion lore before you know how to brew anything.
Potion lore is used automatically when you attempt to brew anything. As you become more learned in the art of potion making, you will be able to identify the less common effects that a set of ingredients can produce.
