This quest can be started from the general storekeeper who is southeast of the town square in the Vemarken.

The general storekeeper tells you, 'I'm trying to get the Mayor to lower
taxes a bit, but he's just ignoring me. Maybe if a customer talked to him,
especially a tourist such as yourself, he might give in. His house is on the
northeast side of town.'

Go to the mayoral estate (nw 2e 2n) and talk to the mayor.

You try to strike up a conversation with The Mayor of Vemarken...
The Mayor of Vemarken tells you, 'You really think prices are too high?

percent off the top, pronto! Tell him the Mayor sent you.'

Return to the storekeeper and talk to him.

You try to strike up a conversation with the general storekeeper...
The general storekeeper tells you, 'Hah! I thought so. Thank you for
your help. Here's a little something for your trouble, friend.'
