This spell weakens the boundary between the spirit world and reality, allowing spectral hands and arms to grasp upward from the ground and steal the life of enemies. The focal plane of the spell is solid ground around the caster, and over time the boundary will restrengthen of its own accord.
It is currently unknown how this spell actually works. It does not appear to start combat with non-hostile creatures however.
